In January 2002 Ruxley acquired City General - a London market player with over 1,000 asbestos, pollution and health hazard (APH) claims outstanding, the last of which were expected to be paid after 2020. Just one year later it had completed the solvent run-off of the business. Ruxley was the first company to acquire and bring an APH book to finality using a solvent scheme of arrangement.
